Are you a chief or deputy?
If yes then try waiting 5 days then have another look. If you are in a gang with other deputies or chief then they might be placing one instead and it resets the 5 day wait for all members.

Grayed out will mean you need to wait 5 (or less if already down) days before being able to place one. Other deputies placing one does reset it for the while gang so gotta be quick.

Its first come first served for making a HQ. There is a notification sent to gang chat from Al Capone saying who, where, and value when a HQ is set.
