how many HQ' can you have?

I was wondering how many HQ's can you have? Cuz i haven't had a chance to put another one in weeks.

ok so let me try this again , the button for HQs is still in black and white an not refreshing  to let me put more hq's , i been waiting for more then two weeks and nothing.Can you guys please help me in this matter.when im home atscrewed i can't do shit.Can you guys least respond thanks

Can't build hqs until your gang hits a certain level. I believe it's only lvl 1 though
