Tutorial to destroy HQ

Every day we lose HQ with new accounts with tutorial.
They are not new players, they are reset and mobile accounts created solely to destroy HQ.
By allowing this and change it? we have reported for more than a year ago but no response.
My band had more of a 1,200,000 points and is already 789,000. Lost over 50 HQ using the tutorial, I have screenshots and this tested.
This is normal? The way to destroy an HQ is taking the mobile of any known and creating an account with the tutorial destroy the HQ?
In my band we are very tired of this and only 30 players stayed 10 for this reason.
