"You got caught" and the 'Report' button on the main menu

I was wondering exactly what the 'Report' button on the Main Menu is for. The only thing I've ever noticed is that sometimes it says "You got caught" and then lists the address of some property that I took over. And whenever it says that, later that day it seems that I lose that property to someone no matter how many defenders I put on it.

So what is the significance of the 'You got caught' message and is there any way to prevent the eventual takeover of that property later that same day?

OK, but I have occasionally seen the "You got caught" message in there and whenever I do the territory it mentions always gets taken over later that day (By the 'diamonds gang', not an actual player), so something is going on there. I was just trying to figure out what exactly that was and if there was a way I could prevent it.

I can't be sure but I think it's areas that you have missions in. When a mission gives no reward the "you got caught" showed up so maybe the police catch you in act and stop the mission success?

I have noticed that the address after the "you got caught" matches the address in the notification for a lost area.
I'm not sure why they would tell you twice.

Maybe it's because the reports never go away but you can clear notifications. Not sure maybe they will tell us.
