There should a be a building that maybe deputies can build, which distributes the henchmen that you deposit in it. It would be called distribution center. And if you deposit  henchmen the building will send a part every day to the nearest tile that's not maxed out. Maybe distributes 10% a day? With Max amount of men at 1000?
