What's the latest on how many HQs in TOTAL a gang can have? Wasn't it 10?

I remember it was 10, and we've been setting up HQ's around different cities around the world. However, I have no idea how many we can actually have, since I want to start doing regional HQs as well. One per bar maybe would be useful (I go to a lot of bars!).
