As you know some cheaters take advantage of the new player bonus by multi-accounting, which seriously undermines fair play in-between players.

Therefore, a new player no longer benefits from the "x2.5 booster" and starts with 200 men (instead of 500).

This measure is temporary and will end once the problem of multi-accounting fixed !
